DiNapoli, promoted to Captain around 1995 by Acting Boss Joseph Defede, took over some or all of the crew formerly headed by Underboss Steven Crea.

Made members of DiNapoli's crew included Frank Altimari, Nicholas 'The Baron' Bonina, Michael Capra, Steven Crea Jr., Richard DeLuca, Philip DeSimone (Former [?] Acting / Official Captain), Thomas Gelardo, Daniel 'Squire' Latella, Mariano 'Mac' Macaluso (Former Admin), Marco Minuto, Victor Panica, Joseph Rizzotto, Frank Taccetta and Arthur Zambardi.

Possible members included Vincent Casablanca and John Petrucelli Jr. (It's not clear if either had been made yet. The DiNapoli crew information is from a 2006 Govt List posted on the forum.)

On September 6, 2000 Zambardi and thirty-seven others were indicted by the Manhattan District Attorney's Office on enterprise corruption charges centered around the city's construction industry.

Others indicted included Lucchese Underboss Steven Crea, Captains Joseph 'Joey Flowers' Tangorra and Dominic Truscello as well as Soldiers Joseph Datello, Philip DeSimone, Anthony 'Razor' Pezzullo and Joseph 'Jo Jo' Truncale.

The indictment noted that Zambardi was reporting to Joseph DiNapoli, although an earlier paragraph instead places him with the Tangorra crew in Brooklyn.

Zambardi was then residing in Middletown Township, New Jersey.

Eight days later Zambardi, Pezzullo and four others were indicted by the US Attorney's Office in Manhattan on similar charges. Following day The Journal News reported: "Murray Richman, the lawyer representing [Zambardi], another defendant in the case, denied the allegations. 'They're not guilty of any crimes,' Richman said. 'It's a perfect example of the government overreaching.' Richman said both federal prosecutors and the Manhattan District Attorney's Office unsealed a similar indictment against 38 men on Sept. 6, including the six federal defendants."

Zambardi was convicted of the local enterprise corruption charge around early 2002.

On April 24, 2002 sentenced by New York County Supreme Court Judge Atlas to two-to-six years NYS prison. Sentence and Commitment Order noted his term was to be served concurrently with 'Federal sent being served'.

On September 4, 2003 began serving state sentence. Reception / Classification System Report noted: "Def in concert engaged in a criminal enterprise which included price fixing, bid rigging and other competitive practices."

Served some or possibly all of his time at Groveland Correctional Facility in Upstate New York.

Died July 24, 2012 in New Jersey.
